Dr. Amit N. Thakker |
Chairman

Dr. Amit is the Executive Chairman of Africa Health Business
and President of Africa Healthcare Federation. A visionary
entrepreneur & an industry captain with 30+ years’ experience
in health service delivery, health financing and health policy
formulation. Dr. Thakker, has been a groundbreaking pioneer
in the integration of private sector within the health system
in Africa. He continues to support governments, corporates,
health organisations and development partners to foster
effective Public Private Partnership initiatives towards
improved health outcomes.
Dr. Amit has managed several health businesses in service
delivery and insurance in African countries including Kenya,
Ghana, Mozambique, Zimbabwe, Tanzania and South Africa.

Dr. Kioko Jackson K. |
Chief Executive Officer

Dr. Kioko is a medical doctor by profession, specialist in public
health; health systems organization and international health
development. He holds a Master’s degree in public health
and international development (Institute of Tropical Medicine,
Belgium); Master’s degree in Health systems management and
administration (Galilee University College, Tel-Aviv ISRAEL). He
has over 25 years’ experience in public health administration and
management, having provided strategic leadership while serving
in various capacities in the public service with remarkable results.
Dr. Kioko has served as the Director, medical services; Head,
Preventive & promotive services; Head, TB, Leprosy & lung
disease program and Provincial Medical officer (Nyanza) as well
as serving as District Medical Officer in various districts.

Dr. Kigen Bartilol |
Board Member,
Representing The Principal Secretary (MOH)

Dr. Kigen Bartilol serves as the Alternative to the Principal Secretary for the State Department of Public Health and Professional Standards. In this role, he plays a key part in shaping

public health policies and ensuring the highest standards of professionalism
within the health sector. His contributions focus on strengthening health
systems and improving public health outcomes across the country. He was
appointed on 30th January 2024.

Dr. Martin Sirengo W. |
Board Member,
Representing Director General for Health

Dr. Martin Sirengo is a Reproductive Health and Program Management Specialist with

extensive knowledge and experience in Public Health. He is also a Public Policy
practitioner and adviser with over 25 years of professional experience. He
holds a Master of Medicine (MMed), Obstetrics and Gynaecology from the
University of Nairobi and Master of Public Policy and Management from the
Strathmore University (Continuing).

He currently serves as Director of Kenya Blood Transfusion and Transplant Service

at the Ministry of Health.

Previous

administrative positions held are:

a) Head, Directorate of Health Sector Coordination, Intergovernmental Relations and

International Health. MOH.

b) Director, Department of Health infrastructure Management

c) Head, NASCOP

Dr. Sirengo is passionate about the Health of Mothers and Children.

Dr. Magagaret Mbugua, MBChB, MBA |
Board Member,
Representing Health Professional Regulatory Boards and Councils (KMPDC)

Dr. Margaret Mbugua is a seasoned medical practitioner and governance expert with over 25 years’ experience in clinical practice, health systems regulation, and strategic leadership. She currently serves as Director of Registration, Licensing and Accreditation at the Kenya Medical Practitioners and Dentists Council (KMPDC), where she leads regulatory oversight of healthcare professionals and institutions.

Her career spans frontline clinical service, national health regulation, and regional policy development through AMCOA and the East African Community. She holds an MBChB, an MBA in Healthcare Management, and professional training in Public‑Private Partnerships.

As a KHPOA Board Member, Dr. Mbugua brings deep expertise in healthcare regulation, clinical governance, and institutional leadership, committed to advancing accountability, ethical practice, and high‑quality healthcare.

Mr. Ahmed Diis Mohamed DPHARM/BA/MPPA |
Board Member,
Representing Consumer Right Bodies

Mr. Ahmed Diis Mohamed is an accomplished healthcare and public administration professional with expertise in pharmaceutical care, public policy, and corporate governance. He holds a Master’s in Public Policy and Administration (MPPA) from Kenyatta University and a BA in Social Sciences and Public Administration from the University of Nairobi.

His career includes serving as CEO of Garissa County Referral Hospital (2022) and Board Director at the National Government Affirmative Action Fund (2015–2018). He currently leads Health Gate Hospital as Chief Executive Officer, where he drives institutional capacity building, performance management, and patient‑centred care.

A member of the Kenya Pharmaceutical Association (KPA) and the Kenya Association for Public Administration and Management (KAPAM), Mr. Ahmed brings extensive leadership experience, strategic vision, and governance expertise to healthcare management.

Dr. Wilfred Ochieng Ogutu |
Board Member,
Representing Health Professional Regulatory Boards and Councils (PPB)

Dr. Wilfred Ochieng Oguta is a seasoned pharmaceutical regulator and public health leader with over 20 years’ experience in health policy, professional regulation, and governance. He currently serves as Chief Pharmacist and Director of Pharmacy Practice and Regulation of Training at the Pharmacy and Poisons Board (PPB), overseeing licensing of professionals and establishments, accreditation of training institutions, and continuing professional development.

He has held senior roles at PPB including Head of Pharmaceutical Inspectorate and Director of Inspection, Surveillance & Enforcement, where he strengthened national inspection systems and introduced Good Manufacturing Practice (GMP) inspections for foreign manufacturers. He also chaired the PPB Staff Pension Scheme, providing fiduciary oversight.

Dr. Oguta holds a Bachelor of Pharmacy and MBA from the University of Nairobi, and an MSc in Pharmaceutical Sciences from the University of Greenwich. A member of the Pharmaceutical Society of Kenya and the International Pharmaceutical Federation, he brings deep expertise in regulation, governance, and quality assurance to KHPOA.

Ms. Miriam Adam |
Board Member,
Representing Attorney General (AG)

Ms. Adam is an accomplished Public Sector Advocate with
over 11 years legal experience. She is a Principal State
Counsel at the Office of the Attorney General & Department
of Justice (OAG & DOJ), deployed to the Department of
Advocates Complaints Commission (ACC). She is specialized
in Investigating, Researching and Prosecuting cases of
professional misconduct against Advocates.
She was appointed as a designated representative/alternate
to the Attorney General to the Kenya Health Professions
Oversight Authority in January 2022.
